Our Governors

Parklands Community Primary School has a governing body made up of 12 committed and passionate volunteers, that play an important part in making our school the best it can be for its children, parents/carers and our staff.

The role of the Governing body is to provide strategic leadership of the school work in partnership with the Headteacher and have a vital role to play in ensuring every child gets the best possible education.

We do this by focusing on three core strategic functions:

  • Ensuring clarity of vision, ethos and strategic direction;
  • Holding the Headteacher to account for the educational performance of the school and its pupils; and
  • Overseeing the financial performance of the school and making sure its money is well spent.

The membership of the Governing Body is, as determined by law, made up of different types of governors. The Governing Body is made up of Parent Governors, Co-Opted Governors, a Local Authority Governor, a Staff Governor and the Headteacher.

Mr D Barty

I first became a parent governor when our children joined Kingsham Primary School in reception class... They are now 36 and 34 respectively, so I have been involved with school governance for a few years... During that time, I have worked with many of the schools in our area and I have been both Chair and Vice-Chair of some of them.

As a (nearly) retired Finance Director for a local group of companies, my specialism has always been towards school finances, funding and resources. I have, however, been involved professionally in human resources, payroll, pensions, general administration and, on occasions, legal issues and I believe that I have a great deal to offer.

My wife (of 43 years) and I have lived in Chichester since moving here to start our own small business 46 years ago. Our children were both born, raised, and went to school in Chichester, and subsequently went on to Universities not too far from home and remain successful in their respective careers.

I am a strong believer that "every child matters" and this applies right across the very wide range of abilities that our dedicated teaching staff nurture each year. I therefore have no qualms in offering my voluntary support to the whole school community as a co-opted governor at your school.

Mr T Droar

Profile Summary

Tony has built a distinguished career spanning education, technology, and public service, combining analytical expertise with a strong commitment to learning and community development. A graduate of the University of Bristol with a degree in Theoretical Physics, he has held leadership and project management roles in major organisations including IBM, ICL/Fujitsu, and West Sussex County Council, as well as in further and higher education institutions.

Tony also works part-time with the University of Portsmouth as a Project Supervisor, supporting students in developing their professional and research skills.

Career Summary

  • IBM – 15 years in a variety of technical and management roles
  • Chichester College – Project Manager for a Euroform-funded partnership with colleges in Cáceres, Spain; managed industry and commerce projects and also taught when not engaged externally
  • ICL/Fujitsu – Project management and consultancy roles
  • West Sussex County Council – 7 years in project and management positions
  • Mouchel Management Consultancy – Consultant (until company restructuring)
  • Solent University, Southampton – 7 years in academic and project roles
  • University of Portsmouth – Project Supervisor (current, part-time)

Other Activities and Community Involvement

  • Active participant in a UK charity supporting Iranian refugees
  • Former member of a charity sending teachers from the UK to Kenya
  • Teaches on English Language Programmes in both Germany and Spain
  • Enjoys badminton, yoga, Zumba, Dance of Awareness, and Pilates

Mrs J Foakes

I am a retired Tax Inspector, having spent most of my career with HMRC. After retirement, we moved to Chichester, 4 years ago, having spent 36 years in Reading, where we brought up our children.  I am married to Martin and we have two adult children. I first got to know some of the children and staff of Parklands school through the church and was really pleased to be offered the opportunity to become one of your Governors.  When I'm not at St Wilfrids, I volunteer at the Cathedral and for the Hospice. I play the clarinet in a band, and we like to spend time with our children and grandchildren.

I am local to the area and became a co-opted governor in 2022, following my son’s time at the school’s Specialist Support Centre (SSC). I currently serve as the SEND Link Governor and Chair of the Curriculum and Staffing Committee. My family’s experience of the SSC, and the wider processes involved in navigating the landscape of SEND support, has given me valuable insight into provision from both a parental and governance perspective.

I am incredibly passionate about the SEND system, particularly given the current pressures it faces, and I am committed to ensuring that all children in the school receive the support they need to thrive. Alongside my governor role, I sit on the SEND AP Board and the Steering Group for the West Sussex Parent Carer Forum (WSCPF), enabling me to contribute to, and influence, wider strategic discussions around SEND provision.

Outside of my governor role, I am also a local business owner, bringing practical experience and a strong understanding of accountability, leadership, and strategic decision-making to the governing body.

Mr D Millican (Chair of Governors and Link Governor)

David has been a governor of many different types of schools over a long number of years and is now proud to chair the governors of Parklands.

West Sussex County Council have appointed David onto their panel of Experienced Governors and he provides guidance to schools experiencing challenges.

David lives nearby and is active at Chichester Cathedral where he volunteers as a guide and with the education and creative learning team.

I’m proud to be the Headteacher of Parklands Community Primary School, supporting inclusive learning for all with over 10 years of experience in school leadership. I joined Parklands in 2023 after relocating from North London, and I’m really enjoying being closer to my family in West Sussex and discovering all that this beautiful part of the country has to offer. I’m passionate about giving children the best possible start in their primary years and love bringing warmth and positivity to school life. I enjoy singing, music, and swimming—and I always like to share a smile!

Mrs J Hall

My name is Jo, and I am proud to serve as Parent Governor at Parklands since 2024. I live in Chichester with my husband and two lovely boys, both current Parklands pupils. I have lived in the Chichester area for over 11 years, moving back to be near where I grew up in West Sussex after finishing University to work as a doctor. I have an interest in the wellbeing of both staff and pupils, and I look forward to continuing to work alongside fellow Governors and staff to help support every child at Parklands to ‘Be the best you can be’.  

Mrs M Kellermann

As a mum of two, with one child currently at Parklands, I’m passionate about creating a safe, inclusive environment where every child can thrive. I became a parent governor in late 2025 and look forward to working closely with the governors, staff and families. My background in Finance and Audit helps me support strong governance and resource oversight, and I’m committed to making decisions that put pupils first.
